เจาะลึกภารกิจ "สถานีเฝ้าระวังภัยทางรังสี" เกราะป้องกันคนไทยจากบทเรียนระดับโลก สู่ยุคพลังงานอนาคต
เมื่อพูดถึงอุบัติเหตุทางนิวเคลียร์ระดับโลกอย่างโรงไฟฟ้านิวเคลียร์เชอร์โนบิล (Chernobyl) และฟูกูชิมะไดอิจิ (Fukushima Daiichi) หลายท่านอาจนึกถึงความรุนแรงและผลกระทบที่ตามมา อุบัติเหตุเหล่านี้ได้ให้บทเรียนที่สำคัญแก่ทั่วโลกว่า เมื่อเกิดการรั่วไหลของสารกัมมันตรังสี หรือผลผลิตฟิชชันออกสู่สิ่งแวดล้อม
✅️สิ่งที่จำเป็นอย่างยิ่งในการรับมือคือ "สถานีเฝ้าระวังภัยทางรังสี" ทั้งนี้ก็เพื่อการตรวจวัดอัตรารังสีและชนิดของธาตุที่กระจายออกมา ซึ่งจะทำให้เราประเมินผลกระทบและรับมือได้อย่างแม่นยำ
ในยามปกติ โรงไฟฟ้านิวเคลียร์จะมีการปล่อยสารกัมมันตรังสีในระดับที่ต่ำมากและอยู่ในเกณฑ์ที่ปลอดภัยตลอดอายุการใช้งาน ซึ่งผู้ประกอบการจะมีสถานีตรวจวัดขนาดเล็กในพื้นที่เพื่อคอยเฝ้าระวังอยู่แล้ว แต่หากเกิดอุบัติเหตุร้ายแรงจนระบบป้องกันล้มเหลว สารกัมมันตรังสีปริมาณสูงอาจแพร่กระจายสู่สิ่งแวดล้อม ส่งผลกระทบอย่างรุนแรงต่อประชาชน สังคม และระบบนิเวศ
นอกจากนี้ ความเสี่ยงไม่ได้มีแค่จากโรงไฟฟ้าขนาดใหญ่เท่านั้น แต่ยังรวมถึงสถานประกอบการอื่น ๆ เช่น โรงงานผลิตไอโซโทปทางการแพทย์ โรงงานแปรสภาพยูเรเนียม หรือเครื่องปฏิกรณ์นิวเคลียร์วิจัยด้วยเช่นกัน
ด้วยเหตุนี้ สำนักงานปรมาณูเพื่อสันติ (ปส.) จึงได้ดำเนินภารกิจเชิงรุกเพื่อสร้างความมั่นใจและความโปร่งใสในการดูแลความปลอดภัยให้กับพี่น้องประชาชน โดยได้ทำการติดตั้ง "สถานีเฝ้าระวังภัยทางรังสี" (Radiological Monitoring Station) จำนวนทั้งสิ้น 20 สถานี ซึ่งครอบคลุมทั่วทุกภูมิภาคของประเทศไทย
☢️เครือข่ายสถานีของ ปส. มีความทันสมัยและมีระบบการทำงานที่เข้มแข็ง ดังนี้ครับ:
• สถานีจะดำเนินการตรวจวัดระดับรังสีในสิ่งแวดล้อมแบบอัตโนมัติตลอด 24 ชั่วโมงแบบเรียลไทม์ (Real-time)
• ส่งข้อมูลการตรวจวัดตรงเข้าสู่ศูนย์ปฏิบัติการฉุกเฉินทางนิวเคลียร์และรังสีของ ปส.
• มีการเชื่อมโยงข้อมูลกับระบบแลกเปลี่ยนข้อมูลระดับสากลของทบวงการพลังงานปรมาณูระหว่างประเทศ (IRMIS)
• มีการเชื่อมโยงกับเครือข่ายการเฝ้าระวังทางรังสีของอาเซียน (ASEAN-RDEP) เพื่อให้เราสามารถติดตามสถานการณ์ข้ามพรมแดนได้อย่างทันท่วงที
3 ภารกิจหลักของสถานีเฝ้าระวังภัยทางรังสี
1. การตรวจวัดระดับรังสีพื้นหลัง (Background Radiation): ทำการตรวจวัดรังสีที่มีอยู่ตามธรรมชาติในพื้นที่ต่าง ๆ ของประเทศไทย เพื่อเก็บเป็นข้อมูลพื้นฐาน (Baseline Data)
2. การตรวจจับอัตรารังสีที่ผิดปกติ (Anomaly Detection): หากมีอุบัติเหตุหรือมีการแพร่กระจายรังสีจากทั้งในและนอกประเทศ ระบบจะส่งสัญญาณเตือนภัยทันทีเมื่อปริมาณรังสีสูงเกินเกณฑ์มาตรฐาน
3. การสนับสนุนการตอบสนองภาวะฉุกเฉิน (Emergency Response): ให้ข้อมูลเชิงพื้นที่และทิศทางการแพร่กระจายของรังสี เพื่อให้หน่วยงานที่เกี่ยวข้องสามารถประเมินความเสี่ยงและอพยพประชาชนได้อย่างทันท่วงที
มองไปสู่อนาคตอันใกล้ ประเทศไทยของเรากำลังก้าวเข้าสู่ยุคเทคโนโลยีพลังงานสะอาดสมัยใหม่ ซึ่งอาจมีการนำโรงไฟฟ้านิวเคลียร์ขนาดเล็ก (Small Modular Reactors - SMR) มาใช้ในการผลิตกระแสไฟฟ้า ทาง ปส. จึงได้เตรียมความพร้อมโดยการยกระดับกรอบการกำกับดูแลความปลอดภัย และกำหนดเขตพื้นที่ฉุกเฉินอย่างเข้มงวด
หัวใจสำคัญในก้าวต่อไปคือ การเตรียมจัดตั้งสถานีเฝ้าระวังภัยทางรังสีนอกพื้นที่ (Off-site Monitoring Station) เพิ่มเติมบริเวณรอบสถานที่ตั้ง SMR เพื่อคอยเฝ้าระวังการแพร่กระจายของรังสี วิเคราะห์ชนิดของนิวไคลด์ และประเมินปริมาณรังสีเพื่อความปลอดภัยรอบนอกพื้นที่ควบคุม
ซึ่งข้อมูลเหล่านี้จะช่วยให้หน่วยงานบรรเทาสาธารณภัยสามารถประกาศเขตอพยพหรือแจ้งเตือนประชาชนได้อย่างแม่นยำ
การพัฒนาโครงสร้างพื้นฐานด้านการเฝ้าระวังรังสีนี้ จึงเป็นหลักประกันที่สำคัญยิ่งในการปกป้องชีวิตประชาชน สังคม และสิ่งแวดล้อม เพื่อให้ประเทศไทยสามารถก้าวไปสู่ความมั่นคงทางพลังงานได้อย่างยั่งยืนและปลอดภัยครับ

Delving into the Mission of "Radiological Monitoring Stations": A Shield for the Thai People from Global Lessons to the Future of Energy
When discussing global nuclear accidents like the Chernobyl and Fukushima Daiichi nuclear power plants, many immediately think of the severe devastation and subsequent impacts. However, these incidents have provided the world with a crucial lesson: when radioactive materials or fission products are released into the environment, an absolutely essential tool for effective response is a "Radiological Monitoring Station."
These stations measure radiation dose rates and identify the specific types of dispersed radioactive elements, enabling us to accurately assess impacts and respond with precision.
Under normal circumstances, nuclear power plants release extremely low levels of radioactive substances that remain well within safe limits throughout their operational lifespan.
Operators maintain small on-site monitoring stations for continuous surveillance. However, if a severe accident occurs and safety systems fail, high levels of radioactive materials could spread into the environment, severely impacting the public, society, and ecosystems.
Furthermore, these risks do not solely stem from large-scale power plants. They also encompass other facilities, such as medical isotope production plants, uranium conversion facilities, and research nuclear reactors.
Recognizing this, the Office of Atoms for Peace (OAP) has undertaken a proactive mission to build confidence and ensure transparency in public safety.
We have installed a total of 20 "Radiological Monitoring Stations" covering all regions across Thailand.
The OAP's monitoring network is highly advanced and operates with robust systems:
• The stations conduct automated, real-time environmental radiation monitoring 24 hours a day.
• Measurement data is transmitted directly to the OAP's Nuclear and Radiological Emergency Operations Center.
• The data is integrated with the International Atomic Energy Agency's International Radiation Monitoring Information System (IRMIS).
• The system is also linked to the ASEAN Network of Regulatory Bodies on Atomic Energy (ASEAN-RDEP), allowing for the timely tracking of transboundary radiological situations.
3 Core Missions of the Radiological Monitoring Stations:
1. Background Radiation Measurement: Monitoring naturally occurring radiation in various areas of Thailand to establish fundamental baseline data.
2. Anomaly Detection: In the event of an accident or radiation dispersal from either domestic or international sources, the system will trigger an immediate alert if radiation levels exceed standard safety thresholds.
3. Emergency Response Support: Providing spatial data and tracking the direction of radiation dispersion, enabling relevant agencies to assess risks and evacuate the public promptly.
Looking toward the near future, Thailand is entering an era of modern clean energy technology, which may involve the deployment of Small Modular Reactors (SMRs) for electricity generation. The OAP has prepared for this transition by elevating our safety regulatory framework and strictly defining emergency planning zones.
A key component of our next steps is the preparation to establish additional Off-site Monitoring Stations around prospective SMR locations. These stations will monitor potential radiation dispersion, analyze nuclide types, and assess radiation doses to ensure maximum safety outside controlled areas.
This data will assist disaster relief agencies in accurately declaring evacuation zones and issuing public warnings. The development of this radiation monitoring
infrastructure is, therefore, a vital guarantee in protecting human lives, society, and the environment, ensuring Thailand can advance toward sustainable and safe energy security.

在正常情况下,核电站在其整个使用寿命期间排放的放射性物质水平极低,且处于安全标准之内,运营商通常会在现场设有小型监测站进行日常监控。然而,一旦发生严重事故导致防护系统失效,大量放射性物质可能会扩散到环境中,对公众、社会和生态系统造成严重破坏。
此外,潜在风险不仅来自大型核电站,还包括其他相关设施,如医用同位素生产厂、铀转化厂或研究型核反应堆。
因此,泰国和平利用核能办公室(OAP)采取了积极主动的举措,以确保公共安全管理的信心和透明度。目前,OAP 已在泰国全国各地区部署了共计 20 个“辐射监测站”(Radiological Monitoring Station)。
OAP 的监测站网络非常现代化,并拥有强大的运行系统,具体特点如下:
• 监测站 24 小时全天候自动、实时(Real-time)监测环境中的辐射水平。
• 将监测数据直接传输至 OAP 的核与辐射应急运行中心。
• 与国际原子能机构(IAEA)的国际辐射监测信息系统(IRMIS)实现数据联网。
• 与东盟辐射数据交换网络(ASEAN-RDEP)联网,以便我们能够及时追踪跨国境的辐射动态。
辐射监测站的 3 大核心任务
1. 测量本底辐射(Background Radiation): 测量泰国各地区自然存在的辐射水平,以收集基线数据(Baseline Data)。
2. 异常辐射率检测(Anomaly Detection): 若国内外发生事故或出现辐射扩散,当辐射量超过标准限值时,系统将立即发出自动警报。
3. 支持应急响应(Emergency Response): 提供精准的空间数据和辐射扩散方向,以便相关部门能够及时评估风险并有序疏散公众。
展望不久的将来,我国正迈入现代清洁能源技术时代,未来可能会引入小型模块化反应堆(Small Modular Reactors - SMR)用于发电。为此,OAP 已通过提升安全监管框架和严格划定应急控制区域来做好全面准备。
下一步的关键工作在于,准备在 SMR 设施周边增设厂外辐射监测站(Off-site Monitoring Station),以持续监测辐射扩散情况、分析核素种类,并评估辐射量,从而确保控制区外围的绝对安全。
这些关键数据将有助于防灾减灾部门准确地宣布疏散区域或向公众发出警告。因此,发展辐射监测基础设施是保护公众生命、社会和环境的极重要保障,使泰国能够可持续且安全地迈向国家能源安全。
